
The Ministry of Higher Education, Research, Science and Technology (MOHERST), through the Central Projects Coordination Unit (CPCU) under the Ministry of Finance and Economic Affairs, has invited eligible consulting firms to submit Expressions of Interest for consultancy services for the School of Medicine and Allied Health Science (SMAHS) project.
The consultancy assignment involves the supervision and control of works, as well as equipment installation and commissioning, with an implementation period of 30 months. The project is financed through a loan from the Islamic Development Bank under Financing No. GMB1046.
MOHERST is inviting eligible consulting firms to indicate their interest in providing the required services. Interested consultants are required to provide specific information demonstrating that they are fully qualified to undertake the assignment, including company brochures, descriptions of similar assignments, experience in similar conditions, and availability of appropriate skills among their staff.
The shortlisting process will consider firms’ years of experience and areas of expertise, previous experience in supervising similar complex projects, qualifications of permanent staff, technical and management capacity, logistical resources, and other relevant information.
The notice indicates that key experts will not be evaluated at the shortlisting stage. Interested consultants may also associate with other firms to enhance their qualifications, provided the nature of the association is clearly stated.
The consultant will be selected using the Quality and Cost-Based Selection Method from Member Countries (QCBS/MC) in line with the Islamic Development Bank’s Procurement Guidelines.
Expressions of Interest must be submitted in writing, either physically or by email, no later than 22nd July 2026 at 12:30pm GMT, clearly marked “Expression of Interest for Consultancy Services – Supervision and Control of Works and the Equipment Installation & Commissioning.”
