The Government of Azerbaijan, in collaboration with the Ministry of Higher Education, Research, Science and Technology (MoHERST), invites applications for the Heydar Aliyev International Education Grant Program for the 2026–2027 academic year.
This prestigious scholarship offers international students the opportunity to pursue higher education at Azerbaijan’s leading universities.
Available Study Programs
• Preparatory Courses: 6 months – 1 year
• Bachelor’s Programs: 4–5 years
• General Medicine: 5–6 years
• Master’s Programs: 1.5–2 years
• Medical Residency: 2–5 years
• Doctoral (PhD) Programs: 3 years
Who Can Apply
Eligible applicants are citizens of:
• OIC Member States
• NAM Member States
• Small Island Developing States (SIDS)
• Countries with cultural, ethnic, or historical ties to Azerbaijan (including the Kingdom of Morocco)
Application Requirements
*Applicants are required to submit the following documents to the Ministry of Higher Education, Research, Science and Technology (MoHERST), located in Kanifing Industrial Layout opposite GTUCCU:*
1. Completed application form
2. Copy of valid passport
3. Educational certificates and transcripts
4. CV/Resume
5. Motivation letter
6. Two recommendation letters
7. Proof of 100 GMD non-refundable application fee (*Receipt*)
Application Timeline
• Nomination Stage: Submit documents to MoHERST by April *10*, 2026, 6 PM (Baku time)
• Selection Stage: Nominated candidates apply via Study in Azerbaijan Centralized Admission Service (SIACAS) from May 18 – June 1, 2026
• Institution Choice: Applicants may select up to 3 universities in Azerbaijan
Age Requirements (as of September 15, 2026)
• Undergraduate & General Medicine: below 35 years
• Graduate & Medical Residency: below 40 years
• Doctoral (PhD): below 45 years
