About the THET Fund


The Tertiary and Higher Education Trust (THET) Fund is a newly established national financing mechanism established to strengthen, modernize, and transform The Gambia’s tertiary and higher education sectors. The Fund provides strategic, sustainable, and demand-driven financing to enhance the quality, relevance, and accessibility of education and skills development across the country.

The THET Fund invests in priority areas such as institutional capacity-building, curriculum modernization, infrastructure upgrades, digital transformation, staff development, and industry-linked skills training. Through grants, scholarships, and targeted funding windows, the Fund supports initiatives that improve employability, and align training with national development priorities and labour market needs.

The THET Fund aims to create a resilient, inclusive, and globally competitive higher education and skills ecosystem — ensuring that every Gambian learner has the opportunity to acquire the knowledge, competencies, and tools required to thrive in a rapidly changing world.

Role Description:

The Finance Director will serve as the Fund’s chief financial strategist and steward, responsible for building and leading a robust financial management system that ensures transparency, sustainability, and accountability across all operations. As a key member of the senior leadership team, the Finance Director will oversee financial planning, budgeting, forecasting, and reporting, while ensuring full compliance with national financial regulations, international accounting standards, and the requirements of development partners and donors.

The Finance Director will design and implement strong internal controls, manage financial risks, and develop systems that guarantee value for money in all expenditures. The role includes overall oversight of procurement processes, ensuring they are transparent, competitive, and aligned with the Fund’s procurement policy and government regulations.

In addition, the Finance Director will spearhead the establishment of the Finance Department — which will evolve into a full Directorate — and will be responsible for building the team, strengthening institutional systems, and ensuring financial readiness for the Fund’s growth. The role requires a forward-thinking leader capable of managing multi-source funding, including government contributions, donor grants, private sector co-financing, and diaspora investments.

The Finance Director will work closely with the Executive Director, the Board of Trustees, auditors, and implementing partners to ensure the Fund’s financial resources are managed with integrity and used effectively to support national goals for skills development, employability, and higher education excellence

 

Key Responsibilities

  • Lead financial planning, budgeting, and fiscal oversight
  • Maintain robust financial control systems
  • Oversee audits, compliance, and internal controls
  • Produce financial reports for the Board and stakeholders
  • Manage staff and build institutional capacity

Qualifications

  • Master’s degree in Finance, Accounting, Economics, or related field
  • ACCA, CPA, or equivalent certification
  • Minimum 5–10 years senior financial management experience
  • Experience with public sector or donor-funded budgets desirable
