About the Students Revolving Loan Scheme (SRLS)

SRLS is a national financing mechanism established to promote equitable access to higher education and TVET through a sustainable revolving loan model. The Scheme supports students across tertiary institutions and works collaboratively with government, academia, employers, and development partners.

Role Description

The Director of Programs, Research, and Stakeholder Engagement will lead the design, implementation, and monitoring of SRLS loan programs, policies, and institutional engagement strategies. The role integrates program management, research and M&E, stakeholder relations, and policy development.

This position plays a central role in ensuring that SRLS programs are evidence-based, inclusive, and responsive to the evolving needs of students and institutions. The Director will also lead research and data analytics that inform policy decisions and support resource mobilization, partnerships, and public communication.

Key Responsibilities

  • Lead development and continuous improvement of SRLS student loan programs.
  • Develop policies, operational guidelines, and eligibility frameworks for access and repayment.
  • Establish and manage SRLS’s research and M&E systems, including data collection, analysis, and reporting.
  • Produce policy briefs, evaluation reports, and evidence summaries for strategic decision-making.
  • Coordinate engagement with universities, TVET institutions, student groups, employers, and government agencies.
  • Support partnerships, donor coordination, and resource mobilization efforts.
  • Supervise staff within the Programs, Research, and Stakeholder Engagement Directorate.
  • Ensure compliance with SRLS policies, ethical standards, and confidentiality requirements.
  • Perform any other duties that are commensurate with the role and consistent with the evolving needs of SRLS.

Qualifications & Experience

  • Master’s degree in Education, Economics, Public Policy, Development Studies, Statistics, or related fields.
  • Minimum 7–10 years of experience in higher education, public administration, development programming, or policy research.
  • Proven experience in program management, M&E, or data-driven research.
  • Track record of stakeholder engagement or partnerships in multi-sector settings.
  • Strong analytical, writing, and communication skills.
